Notice to Contractors
The Town of Taghkanic is soliciting sealed proposals from qualified contractors for design and project oversight services associated with the Town's Culvert Improvement Project funded in part through grant assistance.

Project Description
The project consists of site evaluation and replacement Taghkanic-Churchtown Road South culvert (located just south of the intersection with Cross Street), restoration of the associated roadway, and restoration of the riparian vegetation. The project must be performed within the financial constraints of a grant that has already been awarded to the town of Taghkanic by the NYS-DEC.

Labor for the culvert replacement and associated road repair work will be provided by the Taghkanic Highway Department. The successful contractor will provide field assessments, hydraulic modeling, and ecological plans required to replace the existing deteriorating culvert with a resilient, appropriately sized structure that restores natural stream flow and ensures passage for aquatic species. Specifically, it will be the responsibility of the contractor to:

Evaluate terrain drainage area, woody debris risk, and condition of existing structure.
Determine bankfull and flood dimensions, and flow parameters to meet current NYS Climate Resiliency guidelines.
Propose replacement structure and basic vegetation-restoration plan.
Provide geotechnical assessment of site to ensure that shallow bedrock is not encountered and that existing bed has appropriate bearing capacity for proposed structure (or work with a contracting firm that will provide the assessment).
Provide on-site construction oversight and monitor post-construction stream restoration.

The successful contractor shall furnish all labor, materials, equipment, supervision, permits (as required), and incidentals necessary to complete the work in accordance with the project plans, specifications, grant requirements, and applicable federal, state, and local regulations. Applicants should also indicate if they qualify under the NYS MWBE and SDVOB guidelines.

Proposals must be received no later than 5:00pm, July 31, 2026. Late submissions will not be accepted.

Contractor Qualifications
Bidders must:
Be experienced in culvert, drainage, and roadway construction projects.
Maintain all required licenses and insurance.
Comply with all applicable prevailing wage requirements.
Demonstrate the ability to complete the project within the required schedule.
Provide references for similar completed projects.

2.    Project approach and schedule.
3.    Bid pricing on forms provided.
4.    Proof of insurance.
5.    References from similar projects.
6.    Any required non-collusion and grant compliance certifications.

Award
The Town reserves the right to reject any or all proposals, waive informalities, and award the contract in the best interest of the Town.
